Wow, what a vague question. I think you may have chosen the wrong field for your profession. If you care to elaborate as to what exactly you are talking about then maybe someone will be able to give you a straight answer.

What are those bracelets that make different shapes called?

I’ve saw them around and alot of people in my school have them they make different shapes like frogs, bears, hippos and my one friend had a money sign so what are they? Their popular everyone seems to have one.

Silly Bandz.
My friend has this bear one.
At my school, they’ve become a really big distraction so they banned them. People were sling shotting them at other people, and some people had their’s stolen.
You can get them from Walmart, some Claire’s stores, Hot Topic, & so on(:

What type of lens filters should I purchase for my Nikon D40 camera?

I am new to this and want to know what type of lens filters I should purchase and for what environmental setting they should be used for.
By “environmental setting”, I mean what type of filter should I use when:
-outside on a sunny or cloudy day
-When taking pictures outside by the pool
-When indoors under fluorescent lighting

It sounds like a regular UV lens and possibly a polarizing lens would be a good start.

A neutral density filter will allow you to get shots where you can get the sky to stay blue, but not underexpose the landscape. If you plan on taking landscape photos. It also reduces the amount of light without affecting the color. Eliminates overly bright, washed out images.
Example

A Polarizing filter will let you take exciting pictures! no, only you can take exciting pictures. A polarizing filter is basically sunglasses for your camera. This is useful when the subject is to bright.

A Cross-screen filter has a grid on it, which allows you to add a sparkle to shiny objects. Such as water.

A UV filter filters out uv rays, so the pictures look brighter. And if the camera falls, the uv filter will break and not the lens.

A diffusion filter (also called a softening filter) softens subjects and generates a dreamy haze.

A Close-up filter is a simple secondary lens used to enable macro photography without requiring a specialized primary lens. They work identically to reading glasses, allowing any primary lens to focus more closely. While some single-element close-up lenses produce images with severe aberrations, there are also high-quality close-up lenses composed as achromatic doublets which are capable of producing excellent images, with fairly low loss of sharpness.

Infrared cut-off filters, sometimes called IR filters or heat-absorbing filters, are designed to reflect or block mid-infrared wavelengths while passing visible light. They are often used in devices with bright incandescent light bulbs to prevent unwanted heating. There are also filters which are used in solid state (CCD or CMOS) video cameras to block IR due to the high sensitivity of many camera sensors to near-infrared light. These filters typically have a blue hue to them as they also sometimes block some of the light from the longer red wavelengths.

A Dual image filter
One half of dual-image is transparent while the other is black. Used for producing special effects by taking double exposures.

Intensifier Filters brighten and saturates colors of the filters color.

Split Field Filters
One-half of the picture receives a close-up effect while the other half is normal. Both very close and far subjects can be in focus at the same time. Or one-half of the picture can be out of focus for special effects.

When doing web design for a person/business do you just do design, or do you set it up for them?

I am starting a web design business and I am not sure. I just want to design, I don’t want to do any webmastering for anyone. I just want to sell a design. Is this what most web designers do? Or do they also set it up and get it online and running for them?

I agree with Jay above, there are far too many "just designers" already. Your best bet is to find a specialty and work for a company that uses you for just that. To be a generalist and make decent money now you need to know at least a dozen languages and be fluent with Flash and AS3 just to cover your bases.

What is the cheapest way to create different background colors in portrait photography?

Hi, i am beginner in portrait photography and i have seen a lot of different styles of photography backgrounds but i would like to have a very plain background with different colors.

What is the name of the roll of paper that pro use and throw away after each shooting? I heard you can place a color gel on the camera and shoot the background for color effect?

Is there a cheaper way? Thanks

Sheets are definitely quite good, with the right lighting. Apart from that, I would suggest you go to a few local photographic studios and maybe ask the professional if they have any older backgrounds that they are going to throw away. Tell them you are new to photography and you don’t have much budget to work with and maybe they will have something they can donate to you or know somewhere you can get free stuff.

Good luck
