Plugin to what? You mean some scripts written in any of the may languages available such as PHP, PERL, Ruby on Rails, ASP, java, Javascript, flash?
Hire a web designer or start a very steep learning curve. As well as learning the scripting languages, you will also need to learn Apache web server, MySql, and have at least a basic understanding of Unix or Linux.
You see, it isn’t just a plug and go kind of thing to tie in the webcam streaming, member database, search functions, chat functions, audio streaming, and then a payment system.
